{"id":928479,"date":"2017-05-23T00:00:00","date_gmt":"2017-05-22T22:00:00","guid":{"rendered":"https:\/\/wantedpedo-officiel.com\/2017\/05\/23\/canada-marche-blanche-pour-un-registre-public-des-delinquants-sexuels__trashed\/"},"modified":"2020-10-30T10:00:17","modified_gmt":"2020-10-30T09:00:17","slug":"canada-marche-blanche-pour-un-registre-public-des-delinquants-sexuels__trashed","status":"publish","type":"post","link":"https:\/\/wantedpedo-officiel.com\/en\/canada-marche-blanche-pour-un-registre-public-des-delinquants-sexuels__trashed\/","title":{"rendered":"Canada | Marche blanche pour un registre public des d\u00e9linquants sexuels"},"content":{"rendered":"<figure id=\"attachment_24176\" aria-describedby=\"caption-attachment-24176\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-24176\" src=\"https:\/\/wantedpedo-officiel.com\/wp-content\/uploads\/2020\/10\/n-CANADA-GAVEL-large570-1.jpeg\" alt=\"\" width=\"300\" height=\"125\" \/><figcaption id=\"caption-attachment-24176\" class=\"wp-caption-text\">Canadian Law And Justice Concept<\/figcaption><\/figure>\n<h3>Quelques dizaines de personnes se sont rassembl\u00e9es lundi afin de militer pour la diffusion au grand public d\u2019un registre des d\u00e9linquants sexuels au Qu\u00e9bec.<\/h3>\n<p>Une mesure controvers\u00e9e refus\u00e9e par les gouvernements lib\u00e9raux provinciaux depuis plusieurs ann\u00e9es.<\/p>\n<p><strong>Les manifestants ont brav\u00e9 le mauvais temps dans le cadre d\u2019une \u00abmarche blanche\u00bb, une expression qui fait r\u00e9f\u00e9rence au mouvement de protestation de parents de victimes du p\u00e9dophile belge Marc Dutroux, au cours duquel plus de 350 000 personnes avaient manifest\u00e9 \u00e0 Bruxelles, en 1996.<\/strong><\/p>\n<p>Partis du parc Jeanne-Mance, les marcheurs se sont rendus lundi jusqu\u2019au parc \u00c9milie-Gamelin, escort\u00e9s notamment par des motards militants contre les abus sexuels envers les enfants.<\/p>\n<p>\u00c0 l\u2019origine de ce rassemblement: Sophie Dupont, cr\u00e9atrice du mouvement de Protection des enfants contre les agressions sexuelles (PECAS).<\/p>\n<p>En 2004, un membre de sa famille a \u00e9t\u00e9 victime d\u2019une agression sexuelle par un d\u00e9linquant r\u00e9cidiviste.<\/p>\n<p>Selon elle, la publication du registre des d\u00e9linquants sexuels aurait pu \u00e9viter ce genre de drame.<\/p>\n<blockquote><p>\u00abEn 2007, j\u2019ai d\u00e9pos\u00e9 une p\u00e9tition de 68 300 signatures \u00e0 l\u2019Assembl\u00e9e nationale pour la publication de ce registre que d\u00e9tient la police, explique-t-elle. \u00c9tant donn\u00e9 l\u2019inaction des politiques, j\u2019ai cr\u00e9\u00e9 en 2009 un groupe Facebook recensant des d\u00e9linquants sexuels.\u00bb<\/p><\/blockquote>\n<p><strong>Un groupe qui compte pr\u00e8s de 42 000 membres et recensant aujourd\u2019hui environ 800 d\u00e9linquants d\u00e9nonc\u00e9s par les utilisateurs.<\/strong><\/p>\n<p>Quand on la questionne sur des probl\u00e8mes de stigmatisation que la publication d\u2019un tel registre pourrait engendrer, Sophie Dupont n\u2019est pas d\u2019accord.<\/p>\n<blockquote><p>\u00abIl est temps d\u2019agir de mani\u00e8re pr\u00e9ventive.Au Qu\u00e9bec, il y a une augmentation des crimes sexuels de 5% chaque ann\u00e9e et 54% des crimes sexuels au Canada se d\u00e9roulent dans notre province.\u00bb<\/p><\/blockquote>\n<p>Soutien essentiel au mouvement, le s\u00e9nateur de La Salle, Pierre-Hugues Boisvenu, dont la fille a \u00e9t\u00e9 assassin\u00e9e par un r\u00e9cidiviste, explique que la priorit\u00e9 est d\u2019obtenir la publication d\u2019un registre des d\u00e9linquants sexuels \u00e0 haut risque.<\/p>\n<blockquote><p>\u00abLa Cour supr\u00eame a approuv\u00e9 en 2006 la publication des registres des criminels sexuels \u00e0 haut risque, d\u00e9taille-t-il, soit des personnes pouvant r\u00e9cidiver dans les 12 mois \u00e0 venir, selon la justice. Ils repr\u00e9senteraient 20% des d\u00e9linquants sexuels.\u00bb<\/p><\/blockquote>\n<p>Plusieurs provinces canadiennes ont adopt\u00e9 ce syst\u00e8me d\u00e8s sa validation par la cour il y a 11 ans, mais depuis plusieurs ann\u00e9es, les gouvernements provinciaux refusent la publication de ce registre pour ne pas entraver la r\u00e9habilitation des criminels.<\/p>\n<p><strong>Pour Andr\u00e9 Sp\u00e9nard, d\u00e9put\u00e9 de la Coalition avenir Qu\u00e9bec et soutien politique du mouvement \u00abdepuis ses d\u00e9buts\u00bb, le but de cette revendication est de cr\u00e9er un outil de pr\u00e9vention.<\/strong><\/p>\n<blockquote><p>\u00abLe gouvernement craint une chasse aux sorci\u00e8res, mais nous ne comptons pas donner d\u2019adresses ou de num\u00e9ros de t\u00e9l\u00e9phones.
